Sixty-one outdated houses from the 1960s were transformed into energy-neutral houses; 39 social rent, 22 commercial development.

The main drivers for this project showed that institutional entrepreneurs can make a difference: people that dare to challenge and change the existing formal and informal rules of the game mark the way forwards.

• Young and ambitious real estate manager of the corporation challenged the existing ways of doing things and demonstrated a NEW, better way forward
• Supportive corporation managagement gave the entrepreneur room to manoevre
• Supportive municipal councillor and civil servants gave room to experiment with what  was not normally allowed by public procurement laws.
